MGB-CAR Regional Director Fay Apil presides over the Abra PMRB meeting on October 27, 2020 in Bangued, Abra.
In the Abra Provincial Mining Regulatory Board (PMRB) meeting chaired by MGB-CAR RD Fay W. Apil, held on October 27, 2020 at the Provincial Capitol in Bangued; the Concerned Citizens of Abra for Good Governance (CCAGG) committed to assist the small-scale mining (SSM) sector of the province in complying with the requirements for the declaration of a Minahang Bayan in the locality.
This came after CCAGG’s presentation on PROJECT DATA – Deepening, Access, Transparency and Accountability (DATA) to Improve Natural Resource Governance and Empower Communities. A project of CCAGG supported by USAID and Bantay Kita.
Project DATA aims to improve natural resource governance especially at the local level where they will get to work with representatives from the government, industry, and civil society to mainstream transparency mechanisms and multi stakeholder dialogues.
Moreover, the project will assist local partners in establishing regional knowledge hubs aimed at facilitating capacity-building among stakeholders and ensure project sustainability.
Relative to this, SSM sector representative Mr, Joel Sannadan requested the assistance of CCAGG through Mrs. Pura Sumangil, for their assistance in complying with the requirements needed for the declaration of a Minahang Bayan in their municipality in Licuan-Baay. It is hoped that said area serve as model for the SSM industry in the province.
On the other hand, applications for sand and gravel extraction permits were discussed during the PMRB meeting, where Mr. Cris Albolote, Environmental and Natural Resources Officer of Abra disclosed that some permits have already been issued by the governor through its office.
According to DENR Memorandum Circular No. 97-05, the Provincial Mining Regulatory Board is chaired by the regional director of the regional office of the Mines and Geosciences Bureau while the provincial governor or duly authorized representative serves as vice-chair.
